Actually, what is interesting about Golden Creek, is that Kate Anderson the owner from BH article:
"Kate Anderson, the owner of Golden Creek Equine, has several programs at the farm where she breaks and trains young horses—both racing prospects and show horses—in classical dressage to improve their movement, fitness, and longevity. She also retrains and finds new homes for ex-racehorses through a non-profit and has recently expanded into Thoroughbred breeding."
I thought Ramseys were downsizing when they have relocated Kitten's Joy. Seems confusing choice.
I agree @KMM unless they feel like he wasn't being supported well enough in Canada so with KJ at Hill n Dale they decided to bring him back to Ramsey Farm.
This was a surprise. But if your speculation is correct (not enough support), maybe there was no other choice but to bring him home. In other words, they are making sure he has a home and doesn't end up in a bad situation. If so, kudos to the Ramsey's.

My thoughts exactly @Especially_Horses. And who knows if they support him when he starts out here the way they supported (and continue to support) KJ we might have another top US stallion in a few years?
